LUA Picture Converter
Glynnder-PSPro has released another program - LUA Picture Converter. This program is capable of converting jpg to tga, jpg to png, png to jpg and png to tga. This release is still in an early stage, but Glynnder is still working to add more features like BMP support into the program

natan333 from our forums has just released his updated version of PortablePaint. It's a homebrew program wherein you can draw stuff, and then save it by taking a screenshot.
