TTSButtons lets you create talking 'buttons' in 51 languages. When you add a new button, enter the text and select the language for it. The app will then download the wave file from the Google.com TTS server and place it in the program folder. You can then tap the button while offline to replay the Mp3 file.

DisplayVoicer DisplayVoicer allows you to create audio slide shows that use the full display of your PocketPC. Place the 240x320 bitmap images in a new folder and use the built in sound recorder to record a wave file for each bitmap. When you select 'Cycle' the program will show each bitmap and display each frame for the length of the associated wave file
