GfxPad - Graphics Pad was written for the Handspring Visor Deluxe as a mini sketch pad for myself.
However, as I liked it so much, I stuck it on the internet. I had positive feedback from everyone who used it, so if you're looking for a drawing pad for Palm OS, then you've found one.
Version 3 is a re-write, supports (in addition to v2) up to 256 colour, circles, load and save etc.
Some bits are still missing from the app, but it does everything v2 did.
Version 2.2.2 and 2.2.2mono is included with the zip.
