NfCanvas - NfCanvas is a photo editing program a bit like Photoshop.
It has all the standard tools (color, brushes, effects, eraser, ...) but the cool feature is the layer support (only 2) that give a good control over the editing process. The drawback is it's memory footprint of 2.5Mo but it's worth it. You should try it !

FileBitmaper FileBitmaper allows you to convert any type of file into a bitmap image. Use the file explorer to browse the files on your PocketPC. When you tap on the file the file is opened in the default PocketPC application and a screen snapshot is taken and written in 24-bit bitmap format
