2me2u is an app that sits on the phone, waiting for SMS's to be sent. You login to a web portal (which the app also logs into) and create your SMS there (as many as you wish) and when the app checks (every 1s to 300s) it'll download the messages you want to send, then send them. With a delivery report if you so wish.
