PowerFrog - Power off and Reset at the touch of a button is a handy Windowsmobile software that make it easier to power off or reset a device. PowerFrog makes power off, soft reset and hard reset available at the touch of a button. PowerFrog setup features include autoselect desired functionality based on last used feature or configured default. It also has a learning feature that lets you try three methods for each functionality and choose that fits best for your device. Note: PowerFrog functionality uses hardware and oem dependant features and hence all of it functionality may not available to all devices.

Why free? I needed a program like this, and it turned out I had to pay. I agree you should pay for complex software, but it takes less than a day for something like this
