Runner is an application especially aimed at advanced users. It provides a command line for running programs with arguments. This is the best way to provide arguments for EXE programs, which are not visible in Extras and there's no way to enter arguments from File Manager. Additionally, it is possible to create a shortcut on Desk for a program with its arguments, so you don't have to type them every time you want to launch a particular app.
