Colors
Each value can occur only once per color. Colors can be placed at the same position in each block or randomly on the field.
Replace blocks with puzzle parts.
Distribution:
center cells empty, cells on diagonals, cells concentrated in the center etc.

And if that is not enough, add one or both diagonals. So each value can appear just once on that diagonal.
