Strictly speaking, since NJ added support to the Universal BIOS (UNIBIOS), MVSPSP has been with cheat support. But UNIBIOS support requires raster effects enabled, which may cause graphical errors and performance issues in some cases
iRshell
Homebrew developer Ahman has released iRshell v3.9. The developer has given word that this is the final public release of the application and that he is retiring from the PSP scene.
The latest version of iRshell is now compatible with firmware v 3.80M33-2, M33-4, and M33-5. In addition, the application also has support for 3.80 Popsloader version 2
