Make sure the play button is disabled while a game is starting when not rendering to main.A This should fully resolve issue 4602.

If hardware fails to initialize when emulation starts, die gracefully.A This should fix issue 4602.
Also don't try to save and load states when the emulator is not running.A This should fix most of issu 4600.
