DV Wall-Editor v2 is created by Devun_06, a member of our forums. He has basically edited his own application to add support for the PSP's resolution - 480x272.
The application definitely has a steep learning curve. But there's some documentation bundled to ease you into the process of making wallpapers. And yes, it does have some bugs, which Devun_06 has acknowledged. Don't worry though, he's busy fixing them.
Make sure to read the documentation before jumping head-first into the process of making wallpapers. You'll appreciate it.
