Mister Chief has released Z33's Home Screen Editor over on our PSP Development forums. Just so there's no confusion, this app is Z33's and, as Mister Chief himself says, all credit goes to Z33.
Any, Z33's Home Screen Editor allows PSP owners to change the home screen that they see on their handhelds when they press the Home button. The program itself is an executable, so you'll have to run it on your PC. For installation and usage instructions, please read the readme file included in the download.
The download below also includes nicinico's GUI for the home screen editor. If you have any questions, click the Visit link below or check out the original release thread on MaxConsole.
