Tic Tac Toe DS homebrew developer Space1 from the PAlib.info forums has his Tic Tac Toe homebrew game for the DS using Palib. As I'm sure you all know, Tic Tac Toe (Also known as noughts and crosses) is the classic game where you are either the noughts (O) or the crosses (X), and have to try and get 3 of your symbol in a row, using whatever tactics you see fit. Your opponent will try to block you, and to win you have to outsmart the CPU player.
