Please be reminded that this is the patch to allow the loading of the aforementioned memory stick module, fatmsmod.prx, on your more modern custom firmware. So we repeat: this isn't a full fix for those who find memory stick reading irritatingly slow. You're going to have to get your hands dirty and flex your psardumping muscles to transfer a 3.71 fatmsmod.prx over to your targeted 3.80/3.90 M33-powered PSP.
The archive you see listed below carries an EBOOT that will automate the flashing process for the fatmsmod.prx you've transferred, plus form a way to make the newly flashed PRX more compatible for the recent custom firmware. There's a tradeoff to this, however.
As QJ.NET reader akadewboy points out, you will experience a speedup in memory stick loading. But you may also notice how your stored pictures, MP3 files, and videos are no longer being read properly as they should. Some people have claimed this has happened to them, so be wary of the possible consequences.
